About the Board
The Jigawa State Hisbah Board is a statutory institution established under the Jigawa State Hisbah Board Law No. 01 of 2025 to promote moral values, social harmony, lawful conduct, community development, and peaceful coexistence throughout Jigawa State.
The Board serves as a complementary institution that works alongside government agencies, traditional institutions, religious leaders, community organizations, and security agencies to foster a society built on justice, discipline, compassion, accountability, and respect for the rule of law.
The Board operates in accordance with the Constitution of the Federal Republic of Nigeria, the laws of Jigawa State, and the Islamic principle of Al-Amr bil Ma’aruf wa Nahyu anil Munkar (enjoining what is right and forbidding what is wrong).

Background & Origins
History of the Jigawa State Hisbah Board
The establishment of the Board reflects the commitment of the Jigawa State Government to strengthening moral values, social responsibility, public enlightenment, conflict resolution, environmental sanitation, crime prevention, and community-based support systems.
Enactment of Law No. 01 of 2025
The Jigawa State Hisbah Board was formally established following the enactment and signing of the Jigawa State Hisbah Board Law No. 01 of 2025 by His Excellency, Malam Umar A. Namadi, FCA, Governor of Jigawa State.
Pioneer Operational Structure Approved
Following the enactment of the law, the pioneer operational structure of the Board was approved in July 2025 to facilitate the commencement of comprehensive activities across Jigawa State.
Pioneer Board Leadership Inaugurated
His Excellency the Governor inaugurated the pioneer leadership headed by Dr. Faiz Bashir Haruna as Commander General, supported by key commanders, zonal leaders, and administrative officers.
Statewide Command & Community Engagement
The Board operates through State, Zonal, and 27 Local Government Command structures to ensure effective service delivery, community enlightenment, and peaceful dispute resolution throughout the State.

Functions of the Board
Under the enabling law, the Jigawa State Hisbah Board is empowered to execute the following core statutory functions:
Assist security agencies in crime prevention, detection, and reporting.
Promote anti-corruption values, moral discipline, and responsible citizenship.
Discourage economic exploitation, unfair hoarding, and unethical market practices.
Encourage charitable activities, public generosity, and social support programmes.
Provide moral counseling, marital guidance, and family social support services.
Facilitate peaceful alternative dispute resolution and reconciliation of civil conflicts.
Promote environmental sanitation, public order, and community cleanliness.
Assist in traffic management, crowd control, and emergency rescue operations.
